Florida’s Family Home Health Aide Program, also called the FHHA Program, gives eligible family members and guardians a pathway to receive training and work with a licensed home health agency to provide approved aide support for a medically fragile child under 21 at home. What Is the Family Home Health Aide Program?

The FHHA Program helps eligible family caregivers receive training and work with a licensed home health agency to provide aide services for a medically fragile child at home.

What FHHA May Help Families Do

What FHHA Does Not Replace

FHHA does not replace your child’s nurse or full medical care team. It works with the child’s approved care plan, Private Duty Nursing schedule, physician orders, payer requirements, and home health agency supervision.

Training alone does not guarantee approval, payment, employment, Medicaid coverage, or service authorization.

Eligibility

Who May Qualify for FHHA in Florida?

FHHA eligibility depends on both the child and the family caregiver.

Child Eligibility

A child may qualify for Family Home Health Aide services when the child is:

  • Under 21

  • Medically fragile

  • Eligible for Private Duty Nursing

  • Under the care of a physician

  • Able to receive coordinated care safely at home or in an approved setting

Family Caregiver Eligibility

A family caregiver may qualify when the caregiver is:

  • At least 18 years old

  • A family caregiver of an eligible child

  • Able to read and write at a basic level

  • Able to complete approved FHHA training

  • Able to pass required background screening

  • Employed by a participating licensed home health agency

Your Child Must Qualify for Private Duty Nursing First

Before a family caregiver can participate in the FHHA Program, the child must already qualify for Private Duty Nursing. Private Duty Nursing is skilled nursing care for children with complex medical needs. FHHA is connected to that care plan and must be coordinated through the participating home health agency.

Approval may depend on the child’s medical needs, physician orders, care plan, payer requirements, training completion, background screening, agency employment, and service authorization.

Training Requirements

FHHA Training Requirements in Florida 📚

Florida requires FHHA training to include at least 76 hours of training.

At Least 40 Hours

Home health aide training that builds the foundation for safe care support.

Minimum 20 Hours

Basic nursing skills training tailored to the child’s individualized care needs.

At Least 16 Hours

Clinical training related to the child’s needs under direct supervision of a licensed registered nurse.

FHHA training must include at least 76 total hours. Florida requirements also include HIV training and current CPR certification. Program participation may depend on child eligibility, caregiver eligibility, agency employment, background screening, care-plan requirements, and payer approval.

Training May Cover

  • Infection control and emergency procedures

  • Hygiene, grooming, toileting, skin care, and nutrition

  • Vital signs, positioning, safe lifting, and wound care

  • Oxygen use, respiratory procedures, and tracheostomy care

  • Enteral care, catheter care, ostomy care, and documentation

  • Patient rights, confidentiality, HIV training, and CPR certification


FHHA + PDN

How FHHA Works With Private Duty Nursing

FHHA works with Private Duty Nursing, but it does not replace skilled nursing.

FHHA must be coordinated with the child’s approved care plan and service schedule.

⏰No Overlap

FHHA services cannot run at the same time as approved Private Duty Nursing hours.

🧑‍⚕️No Replacement

FHHA is aide support. It does not replace a nurse or skilled nursing care.


Medicaid Note

Will FHHA Pay Affect Medicaid?

FHHA wages may affect Medicaid eligibility. Because income from FHHA work may count as earned income, families should speak with DCF, AHCA, their Medicaid managed care plan, or the home health agency before moving forward.

What FHHA Does Not Automatically Guarantee ⚠️

  • Training can be skipped
  • A background screening can be skipped
  • FHHA replaces Private Duty Nursing

  • Medicaid eligibility will stay the same
  • Payment, employment, approval, or service authorization is guaranteed

Eligibility and participation may depend on the child’s PDN status, physician orders, care plan, agency employment, training completion, background screening, Medicaid or managed care requirements, and service authorization.
